For those who don't read or look at test server. The new weaponskills are merit based after turning in 15 merits to unlock this section. Base is 10 Merits to open. There is a cap of 15 unlocks and 14 total weaponskills. They each cap at 5 merits for max strength. So have to pick and choose if you want 3 new powerful ones or not i suppose. And yes they all are procs for VWNM.
